Job Overview:
Ensure optimal functioning of Virginia Beach campus building systems including mechanical, electrical, fire/life safety, and elevators. Responsible for managing maintenance service and repairs in the areas of plumbing, carpentry, painting, plastering, waste reduction, and machine/electrical servicing for the organization’s facilities. Supervise and manage maintenance staff and volunteers. Negotiate contracts for facility services; supervision of independent contractors; oversee contractors for facility renovation projects.
Plan, budget and schedule facility modifications including estimates on equipment, labor materials and other related costs. Insure facilities provide safe work environment, to include inclement weather conditions and other hazards. Maintains safe work environment using OSHA guidelines. Develop and administer annual departmental budget.
Responsibilities (include but are not limited to):
- Supervision of Buildings and Grounds department staff to include the maintenance of all campus buildings for repairs and upkeep, installs, moves, utilities, and equipment maintenance/replacement.
- Staff management responsibilities to include interviewing, hiring, training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees.
- Collaborate with CEO on establishing priorities within existing plans/schedules regarding organizational requests.
- Contracts with and negotiate all contracts for facility related functions, to include grounds keeping and lawn maintenance services, housekeeping services, elevator maintenance, pest control, equipment services, trash removal services, fire extinguisher services; supervise contractors for facility lawn maintenance and housekeeping services.
- Maintain systems for monitoring and tracking service requests, preventive maintenance work performed, compliance with Hazard Communications program requirements; compliance with safety requirements, supplies and parts inventories, purchases, and turn-key operations.
- Manage special projects: new building project, renovations, and/or demolitions which require timelines of restructuring six months or more; assign and/or perform property maintenance tasks.
- Acknowledge and respond to maintenance requests in timely manner by email/phone to confirm request and communicate timeline for task being completed.
- Maintain and purchase sufficient inventories of shop tools, parts, building materials and supplies
in order to properly maintain the buildings and facilities. - Repair and maintain property plumbing, electrical, and mechanical, and systems, to include the following:
- Air conditioning and heating maintenance.
- Equipment inspections and overhaul as needed.
- Winterize buildings, wells and faucets secured, etc.
- Plumbing (sinks, showers, toilets, colonic machines, and steam lines).
- Painting (exterior and interior) to include developing a program providing for regular painting schedule designated areas as available during staff vacations.
- Remodeling – submitting cost estimates, material ordering, and actual construction.
- Maintain all lighting, electrical outlets, panel boxes, power supplies to equipment.
- Roof repairs.
- Ensure adherence to company safety standards, policies and procedures; insure maintenance staff correctly wear/use safety equipment.
- Following OSHA guidelines, ensure all hazardous materials are properly labeled, stored, handled and disposed of, including organizational notifications as appropriate.
- Ensure all safety inspections are completed as required, to include building inspections with city fire marshal, commercial insurance inspections, fire extinguisher inspection, and safety checks.
- Collaborate with Chief Administration and Compliance Officer and Safety Committee Chair in conducting regular on-site safety meetings; maintain safe work environment as established by commercial insurance requirements, applicable federal, state and local safety regulations, including workers’ compensation and OSHA requirements.
- Ensure that proper safety and incident reporting procedures are followed, including workers comp; report problem areas, incidents or accidents immediately.
- Maintain schematics for each campus building for all utility systems, to include electrical, plumbing and HVAC; maintain property map clearly identifying all utility cut-offs, the location of hydrants, electrical panels, plumbing and any other property safety information.
- Manage rental program that encompasses four apartments and one house, to include rental agreements; respond to repair requests and tenant issues.
- Collaborate with CEO to manage and overseeing all outside contract construction, to include outside vendor service contract for elevators while remaining within budgeted guidelines.
- Maintain the organization’s commercial van; schedule routine maintenance checks.
- Ensure adherence to company keys/security control policies; update/maintain organizational key distributions list, to include new employee key distribution; distribute building/office keys to new employees as assigned for job duties; log receipt of returned keys or transfer when applicable.
- Respond to major/minor emergency calls and situations during business hours; establish on-call schedule in response to major/minor emergency situations outside of regular business hours.
- Disaster planning responsibilities include participation with team department members in providing plans for various types of outages and/or disasters; monitor status to determine organizational closures due to pending inclement weather; perform required accompanied announcements.
- Oversee coordination of building space allocation and layout, facility expansion; includes accommodations and equipment required for city of Virginia Beach voting precinct elections.
- Develop and administer annual departmental budget including planned projects and new projects to support the services required for the organization.
- Coordinate, develop and maintain organizational five-year capital budget for major capital expenditures for submission to CEO; special project items.
- Other related duties, activities and responsibilities as needed.
Required Education and Experience:
- High School diploma or equivalent required; Associate’s degree in facilities/project management or a related field, or equivalent education/experience in facilities/project management or related field, preferred.
- Minimum 5 years of facilities/project management experience required, three of which are in a supervisory maintenance position directing maintenance staff.
- Special job certifications and training:
- Tradesman/Tradeswoman licensing and/or certification for electrical, plumbing and HVAC.
- Journeyman/Journeywoman electrical trade license and/or a combination of the following: Minimum of three years’ practical trade experience and certificate of vocational plumbing training.
- Journeyman/Journeywoman HVAC trade license and or combination of the following: minimum of three years’ practical trade experience and certificate of vocational HVAC training, to include universal EPA certification for handling refrigerants or lead abatement certification.
- An equivalent combination or related work experience and education can be substituted for required education and experience.
- Relevant and equivalent work experience includes volunteer work, internships, freelance work and transferable skills.
- Must have driver’s license and acceptable driving record.

Required Knowledge, Skills and Abilities:
- Knowledge of the philosophy of the key principles in the Edgar Cayce readings, particularly kindness, active patience and a service orientation is desired.
- Requires working knowledge of local building codes and safety regulations, organizational resources and available services.
- Ability to work under broad supervision, with high level of independent judgment, permitting wide latitude for independent action.
- Strong mechanical aptitudes, troubleshooting and diagnostic skills, strong working knowledge of electrical, mechanical, plumbing and HVAC systems.
- Strong working knowledge and intermediate skills required of Microsoft Outlook software for email communication and calendar tasks, to include Word, Excel, Outlook email and Calendar.
- Requires thorough knowledge of the procurement process making effective decisions that maximize funds available to keep systems running effectively.
- Requires strong interpersonal/oral/written communications for both external and internal customers, excellent interpersonal skills, and data analysis skills.
- Must be a self-starter who can interact, supervise and work well with people at all levels both internally and with outside contractors, general public.
- Strong organizational skills necessary to handle several projects/deadlines simultaneously and ability to actively communicate to all levels of organization deadlines and priorities.
- Ability to read blueprints and schematics; to diagnose problems, prioritize and set objectives to achieve organizational, budgetary and departmental goals, with attention to detail.
- Ability to provide a high level of service, maintain strong customer focus and convey technical issues to non-technical staff.
- Ability to manage several projects simultaneously, under pressure, effectively cope with stressful situations.

Special Job or Training Demands:
- Ability to work a flexible schedule including some evenings and weekends on occasion.
- Ability to respond during off-duty hours to all facility-related emergencies, including inclement weather preparations or unusual demands during critical storm periods, e.g., hurricanes, ice and snow storms.
- Must be available to travel and attend training as required.
- Ability to lead and assist with event set ups.

Physical Requirements:
- The ability to move between buildings on uneven ground and to use staircases in historical buildings without elevators is required.
- Ability to lift and carry 25 lbs. of boxes of materials/supplies and transport over uneven ground on a regular basis is required.
- Good physical stamina is essential; requires mobility between buildings to include walking on uneven ground and stair climbing in historical buildings without elevators.
- Position requires frequent standing and ability to climb on roofs and access crawlspaces to make repairs and paint.
